Purpose

The Los Angeles County Department of Arts and Culture (Arts and Culture) is issuing this Request for Proposals (RFP) to solicit proposals for a contract with organizations that can provide Arts Instruction for Youth in Community Settings and Professional Development Services for Adults Supporting Youth in Community Settings. 

Project/Program Overview

Contractor will provide arts instruction in one or more of a variety of disciplines (including but not limited to creative writing, dance, music, spoken word, theatre, media arts, visual arts, or other arts disciplines or cultural practices) for youth in County-operated Parks facilities.

Anticipated Contract Term

October 1, 2024 – September 30, 2025 with options to extend based on the needs of the program. 

Minimum Requirements

Be a community based organization with a minimum of five (5) years of experience, within the last eight (8) years, conducting and/or overseeing and/or coordinating Arts Instruction for Youth and/or Professional Development for Adults Supporting Youth.

Previous experience providing arts instruction in County operated parks, community centers, schools/academic institutions, or other similar sites within the last five (5) years.

Proposer must have attended the Mandatory Virtual Proposers’ Conference identified in Paragraph 4.5 (Mandatory Proposer’s Conference). Alternatively, if the Proposer is unavailable, they can attest to viewing the recording of the Virtual Proposers’ Conference to fulfill this requirement.

If Proposer’s compliance with a County contract has been reviewed by the Department of the Auditor-Controller within the last 10 years, Proposer must not have unresolved questioned costs identified by the Auditor-Controller, in an amount over $100,000.00, that are confirmed to be disallowed costs by the contracting County department, and remain unpaid for a period of six months or more from the date of disallowance, unless such disallowed costs are the subject of current good faith negotiations to resolve the disallowed costs, in the opinion of the County.
